The project implementation structure entails that WECS and DOI will have their own PIUs. The PCMU and PIU of DOI will be housed in HPCIDBC, while the WECS PIU will be in WECS office. Each executing agency will be responsible for managing their procurements and payments under the guidance of the PCMU. However all official communications with ADB (request for payment, approvals of procurements, etc) will have to be routed through the PCMU and the Project Director. The PIU heads will report to their direct supervisor in their respective organizations, while keeping the Project Director of the PCMU informed of progress. Each PIU will provide quarterly reports to the PCMU that will be consolidated into the project quarterly report and sent to ADB. The Project Director will provide annual performance evaluation of each PIU heads.
